Senate GOP readies to consider budget plan with House out

The Senate is the only show in town as the House is in recess. And senators have got a lot on their plate.
The chamber comes into session on Tuesday evening. Senators will take a procedural vote on Kash Patel’s nomination as FBI director that will allow Senate Majority Leader John Thune to file cloture on the highly controversial pick. After that vote, the Senate will move to confirm Howard Lutnick as commerce secretary.

CLOTURE PROCEDURE Cloture is the means by which the Senate limits debate on a measure or matter. A cloture motion "to bring to a close the debate on any measure, motion or other matter pending before the Senate, or the unfinished business" must be signed by at least sixteen Senators, and (with few exceptions) may be presented at any time. It may even be presented over the objections of the Senator who has the floor, but such presentation is merely an interruption and does not remove the Senator from the floor. When a cloture motion is presented, it is immediately reported by the Clerk at the direction of the Chair. The motion is applicable to the pending measure or matter or amendment pending thereto, or the unfinished business.

Senate Rule XXII, often called the cloture rule, does allow a supermajority to limit debate on a bill, amendment, or motion; in addition, in the case of a bill, cloture limits the amendments that can be offered. Supporters of, for instance, a bill under floor consideration can file a cloture motion, signed by at least 16 Senators. Two days of session later, Senators vote on the cloture motion. If three-fifths – usually 60 Senators – agree, then further consideration of the bill is limited to 30 hours, during which only amendments from a pre-specified list of germane ones can be offered. After this final period of consideration, the Senate will take a final vote on the bill.
