1) Directly funded by numerous countries, including the USA
2) Indirectly funded by grants by those countries to various NGOs, individuals, and foundations that then pony up to the Brookings Institute.
The Brookings Institute "hires" the families and friends of US politicians, and after the politicians retire, they can get hired as well. Nearly all of the current crop of attorneys that are fighting DOGE in court are part of the Brookings Institute. Nearly all of the Democratic attorneys that faught to hide the 2020 election fraud are part of the Brookings Institute.
All politicians are very aware that if they vote for pork, they and theirs can get a cut of it. They don't even try to hide this stuff because they have never needed to hide it - everyone was in on it.

From the Dan O’Donnell Show "In 2017, Bloomberg opened the State Energy and Environmental Impact Center at New York University's Law School and offered state Attorneys General "free" left-wing lawyers to work in their offices and pursue climate change litigation. An ethics complaint against Kaul reveals: [see images]
Bloomberg's group realized how much this looked like a bribe to these Attorneys General and scrubbed any mention of the political nature of this litigation, but it hasn't changed its modus operandi at all.
Wisconsin law makes it a felony to accept "any property or any personal advantage" that a public officer is not allowed to receive "pursuant to an understanding that the officer or employee will act in a certain manner."
As the ethics complaint notes, the "free" attorneys offered to Kaul were offered only on the condition that they file or join climate change lawsuits on behalf of the State of Wisconsin.
That's exactly what they did…almost immediately after joining Kaul's Wisconsin Department of Justice. One attorney was hired in January 2024 and within a month had entered Wisconsin into a lawsuit defending EPA climate regulations.
Just a few weeks ago, Kaul's DOJ entered into another multistate lawsuit over EPA rules governing lead and copper rules and drinking water standards.
As the complaint concludes: "Kaul has done exactly what the law forbids, accepting the services of a privately funded attorney..the provision of whom reasonably can be expected to cause Kaul and his office to pursue the kind of litigation desired by the funder."
So did Kaul accept a bribe of two "free" attorneys to help lighten his workload and generate positive headlines by filing and joining climate change lawsuits Michael Bloomberg demanded? Again, it sure looks like it." reporting by Dan O'Donnell.
Remember we caught Josh Kaul criminally laundering money into his campaigns - that fight is still ongoing. Kaul is a Hillary Clinton attorney who worked for Perkins Coie.
We also caught Josh Kaul filing false pleadings to Wisconsin and also federal courts (7th Circuit) promoting the faux Russian collusion story against President Trump. Kaul did this in the two Jill Stein cases back in 2016 and 2019. I can tell you, Trump has NOT forgotten this. 😎
