How does this work?

The SSA appoints a payee to manage benefits for children who are unable to manage their own benefits.

The SSA prefers a close relative or friend of the beneficiary, but may select an organization if other options are unavailable.

The payee must use the benefits for the beneficiary's current needs, such as food, clothing, shelter, and medical care.

The payee must save any remaining benefits for the beneficiary's future needs.

What are the benefits for children in foster care?

Children in foster care may be eligible for Social Security benefits, such as SSI payments.

Children may also be eligible for Title IV-E funds, which are for children from low-income families.

The decision to seek SSI payments may be complicated by the fact that receiving Title IV-E payments may affect SSI eligibility.

Who is responsible for managing the benefits?

In most cases, the child welfare agency is the representative payee for children in foster care.
