The Port-Bouet military camp, near the capital, Abidjan, had previously hosted the 43rd French Marine Infantry Battalion (43e BIMa). On Thursday, it was returned to the Ivorian Army at a ceremony attended by French Armed Forces Minister Sebastien Lecornu and his Ivorian counterpart, Tene Birahima Ouattara.
The French mission in the African country announced the move in a post on X, calling it a “historic moment for Franco-Ivorian cooperation.”
“It is a very strong symbolic sequence with the retrocession of this camp to the Ivorian armies. This is being done in exemplary conditions, in full coherence and in full maturity of our relationship,” AFP also quoted Colonel Damien Mireval, the French defense attaché in Abidjan, as saying.
The camp will reportedly be renamed after Thomas Aquinas Ouattara, the first chief of staff of the Ivorian Army.
President Ouattara first announced the withdrawal of approximately 600 French soldiers from his country during his year-end address in December, claiming that the decision is intended to modernize the national armed forces.
Ivorian Defense Minister Birahima Ouattara told French broadcaster RFI in an interview published on Tuesday that the “military cooperation continues with France,” focused on intelligence and training support from the French government.

Giving Peace A Chance In Ukraine Is Good. Why Not Gaza Too?
Those of us anxious to see peace in Ukraine should applaud President Trump’s initiative but we should also highlight the glaring contradictions of a president who finds the killing in Ukraine unacceptable but fully supports the genocide in Palestine.
As we approach the third anniversary of the Russian invasion of Ukraine, a monumental shift is taking place that might just lead to the end of this calamitous war. This is not a breakthrough on the battlefield, but a stark reversal of the U.S. position from being the major supplier of weapons and funding to prolong the war to one of peacemaker.
Donald Trump promised to end the war in Ukraine if he was re-elected as president. On February 12th, he started to make good on that promise by holding a 90-minute call with Russian President Vladimir Putin, whom Biden had refused to talk to since the war began. They agreed that they were ready to begin peace negotiations “immediately,” and Trump then called President Zelenskyy and spent an hour discussing the conditions for what Zelenskyy called a “lasting and reliable peace.”
At the same time, the new U.S. Defense Secretary, Pete Hegseth, unveiled Trump’s new policy in more detail at a meeting of the Ukraine Defense Contact Group at NATO Headquarters in Brussels, saying, “The bloodshed must stop. And this war must end.”
There are two parts to the new policy that Hegseth announced. First, he said that Trump “intends to end this war by diplomacy and bringing both Russia and Ukraine to the table.” Secondly, he said that the United States is handing off the prime responsibility for arming Ukraine and guaranteeing its future security to the European members of NATO.
Assigning Europe the role of security guarantor is a transparent move to shield the U.S. from ongoing responsibility for a war that it played a major role in provoking and prolonging by scuttling previous negotiations. If the Europeans will not accept their assigned role in Trump’s plan, or President Zelenskyy or Putin reject it, the United States may yet have to play a larger role in security guarantees for Ukraine than Trump or many Americans would like. Zelenskyy told the Guardian on February 11th that, for Ukraine, “Security guarantees without America are not real security guarantees.”
After blocking peace negotiations between Russia and Ukraine in April 2022, the Biden administration rejected peace negotiations over Ukraine for nearly three years. Biden insisted that Ukraine must recover all of its internationally recognized territory, including the Crimea and Donbas regions that separated from Ukraine after the U.S.-backed coup in Kyiv in 2014.
Hegseth opened the door to peace by clearly and honestly telling America’s European allies, “…we must start by recognizing that returning to Ukraine's pre-2014 borders is an unrealistic objective. Chasing this illusionary goal will only prolong the war and cause more suffering.”
Spelling out the U.S. plan in more detail, Hegseth went on by saying that a "durable peace for Ukraine must include robust security guarantees to ensure that the war will not begin again. This must not be Minsk 3.0. That said, the United States does not believe that NATO membership for Ukraine is a realistic outcome of a negotiated settlement. Instead any security guarantee must be backed by capable European and non-European troops.”

At the meeting, the Committee discussed new categories of “ICD-10” codes that the CDC’s National Center for Health Statistics (NCHS) wanted to create to mark people as “Unvaccinated for COVID-19,” “Partially Vaccinated for COVID-19” and “Other underimmunization status.”
The ICD-10 coding system was created by the World Health Organization (WHO) and doctors are required to use it to categorize different kinds of patients. The ICD-10 codes are preserved in a patient’s electronic health record and used by insurance companies for billing purposes. The CDC’s National Center for Health Statistics maintains the ICD-10 codes. Within ICD-10 codes, there is a category known as “ICD-10-CM” codes (which are reportedly used by the CDC for tracking purposes), and this “CM” category includes the new “Unvaccinated for COVID-19” category and also the “Partially Vaccinated For COVID-19” category and the “other underimmunization status” category.

British Prime Minister immediately offered Volodymyr Zelensky affirmation over his democratic status after President Trump blasted Ukraine for cancelling its elections and enforcing martial law on its citizens.
Sir Keir Starmer spoke to Ukrainian President Zelensky overnight, with his Downing Street office revealing the Prime Minister had told the Ukrainian he is not a dictator and that it had been “perfectly reasonable” to suspend democracy because of the Russian invasion.
The comments follow Donald Trump airing his views on the state of Ukrainian democracy, saying if Ukraine’s leadership wants a seat at the table, the Ukrainian people should be consulted on who they will send to sit at the table. Later remarks were more strident — perhaps in response to Zelensky’s angry answer to the initial comments, and accusing Trump of repeating Russian “disinformation — and called Zelensky a dictator.
President Trump had said: “A Dictator without Elections, Zelenskyy better move fast or he is not going to have a Country left… I love Ukraine, but Zelenskyy has done a terrible job, his Country is shattered, and MILLIONS have unnecessarily died”.
These remarks likely come as part of a strategy of pre-positioning by the United States ahead of the coming U.S.-Russia peace talks, and the United Kingdom government was fast to counter-signal against them. Downing Street said of Starmer’s call with Zelensky: “The prime minister spoke to President Zelenskyy this evening and stressed the need for everyone to work together. Hamas Offers To Release All Remaining Israeli Hostages in Exchange for a Permanent Ceasefire

On Wednesday, Hamas offered to release all remaining Israeli hostages in exchange for a permanent ceasefire and full Israeli withdrawal from the Gaza Strip.
Hamas spokesman Hazem Qassem made the offer in a statement outlining the Palestinian group’s conditions for a second phase of the ceasefire deal.
“We are ready for a second phase in which the prisoners will be exchanged in one go, within the criterion of reaching an agreement that leads to a permanent ceasefire and a complete withdrawal from the Strip,” Qassem said, according to Al Jazeera.
The Times of Israel reported that Israeli Prime Minister Benjamin Netanyahu’s demands for the second phase include Hamas being disarmed and removed from Gaza, which Qassem rejected. Netanyahu also wants the Palestinian Authority not to be involved in Gaza.
“The occupation’s condition of removing Hamas from the Gaza Strip is a ridiculous psychological war, and the withdrawal or disarmament of the resistance from Gaza is unacceptable,” Qassem said.
Hamas is releasing six Israeli hostages on Saturday, twice the amount initially agreed to under the ceasefire deal. Qassem said Hamas was doubling the number of prisoners to be released “in response to a request from the mediators and to prove our seriousness in implementing all the terms of the agreement.”
On Thursday, Palestinian Islamic Jihad will release the body of one Israeli captive, and Hamas will release three bodies, including Kfir and Ariel Bibas, who were only aged four and nine months when kidnapped during the October 7 attack on southern Israel. Hamas said in November 2023 that the Bibas children and their mother were killed by an Israeli airstrike in Gaza.
The Mujahideen Brigades, the armed wing of the Palestinian Mujahideen Movement that operates separately from Hamas, said that it has been “preserving” the bodies of the Bibas family and confirmed they would be released on Thursday.
Amid the negotiations for the second phase of the ceasefire, Israel continues to kill Palestinians in Gaza. Palestinian security sources told Al Jazeera on Tuesday that since the truce went into effect on January 19, Israel had violated the ceasefire 266 times, killing 132 Palestinians.

Meet Israel's czar responsible for holding back ICJ, ICC's war crimes tsunami
Dr. Gilad Noam has the responsibility to protect the State of Israel from genocide recriminations.
It was December 2023, and Israel was facing the most important legal warfare (lawfare) battle of its existence: whether the International Court of Justice would order the war ended before the IDF had defeated Hamas in Khan Yunis, let alone moved on to Rafah.
That the dozens of Israeli diplomats, legal officials, and political officials involved in preparing for fighting the genocide allegations against Israel before the ICJ did not have a simple job would be the understatement of the year.
Although all Israelis had a traumatic three months at the opening of the war, the Jerusalem Post understands that these officials, with one of the leaders being Deputy Attorney General for International Affairs Dr. Gilad Noam, went through a special level of difficulty given the responsibility to protect the country from genocide recriminations.
Probably the most important “win” of Noam’s career to date was convincing the ICJ in December 2023-January 2024 to stay out of the Gaza war in any imminent sense.
Yes, the ICJ harshly lectured Israel and yes, it seemed to participate in a dialogue of absurd relativism and hypocrisy by putting Israel on trial at all for defending itself after Hamas’s October 7, 2023 massacre.
But the bottom-line was the ICJ did not issue an operative court order demanding Israel cease the war.
Whether Israel would have abided by such an order or not, had Israel been put in such a position, it would have at minimum significantly reduced how hard Israel might have fought.
This means that by keeping the ICJ at bay in which all it did was make declarative statements that Israel should not commit war crimes, with no concrete limits, Noam, his Justice Ministry team, and related lawyers in the IDF and the Foreign Ministry, helped do no less than free up Israel to keep fighting the war as it thought necessary.

The reporter was detained in Kharkov in May 2023. He was accused of supporting the Russian special military operation in Ukraine. In October 2023, Lira fell ill with bilateral pneumonia.
