Reasonable Articulable Suspicion of a crime, from a totality of circumstances.
Let's say you're walking around recording cars and inside cars through their windows as you walk down the street. A cop is suspicious you might be looking to break into a car, but recording alone is not only lawful but constitutionally protected, there's no RAS of a crime. Now if the cop saw a slim jim in your hand, or saw you try to open some doors, the totality of circumstances would give RAS that you were trying to steal from cars.
Cops now think "you're suspicious" is RAS and can ID anyone they want. People are being unlawfully arrested daily and We the People pay the cops victims when they sue, while the cops are given Qualified Immunity or even when it's stripped, the cities or unions will still indemnify them.
