The First Amendment prevents the GOV from restricting speech, PERIOD. It DOES NOT guarantee tax money to institutions so that those institutions can speak freely.
In other words, restricting grants does NOT prohibit the educational institution from exercising their right to free speech. The schools remain free to protest without the grant money.
