Historianon here. Brits and Spaniards were off the East and West coasts waiting to jump in on the Confederate side, trying to grab the source of King Cotton. Russia stationed their warships on both coasts to prevent that attack. France went their own way, trying to conquer Mexico (Cinco de Mayo battle), which they did, thinking they would grab the Confederacy as part of the New France Empire.
At the Emancipation Proclamation, Euro trash leaves our waters; Russia goes home too. France is eventually kicked out at the end of our Civil War, when Grant sent 50K armed US troops over the Mexico border to aid their win.
