Both VPN's and IP service providers assign channels to multiple users as a matter of course.
That's why anons get "banned" notices.
I get them at least once a month, sometimes more often.
Nobody has a unique IP unless they ask IP provider for one and are willing to pay for it.
These aren't small networks. Each "neighborhood" has to cover a fairly large territory, judging by the number of people who have gotten ban notices on 8 who were not using a VPN.
