The right thing to do would be for the first family to control their anger over the 2nd family wanting to buy something that doesn't belong to them

Then to take their calm disposition and ask the city to not considering selling and see what happens

If the city needs to sell it, why not put it for sale then open to all? From your example it seems as though a prospective buyer simply put the idea out there, and is a hypothetical scenario where the first family is imagined to be angered over this for no apparent reason
