International greed and virtue-signaling pair together in this terrible story of a corruptly contracted toll road project that has damaged the lives of millions while those at the top - including Canadian Prime Minister Mark Carney - soaked up accolades and cash for their ESG approach to investing. Characters like Washington revolving-door lawyer Andrew Weissmann played roles that are not as clear as they seem.

 

This lengthy article is a report that my company Georgetown Research produced to dig into the case of Rutas de Lima, a private toll concession in Peru's traffic-choked capital. The original report is here.

Summary

Canada’s new Prime Minister, Mark Carney, is behind a corruption-plagued South American toll road scheme, swamped in litigation over bribes paid to the mayor who issued the contract.

The Rutas de Lima toll road project, meant to ease the paralyzing traffic in the Peruvian capital, collapsed into scandal with revelations that the Brazilian firm Odebrecht had bribed the mayor with $3 million in 2013 for a 30-year contract to run the highway system.
