Because they can't be listed on US exchanges, all the US cannabis companies are listed on the Canadian Securities Exchange (CSE), a bullshit exchange with very little regulation.
The Canadian hedge funds (Anson Funds and others) have naked shorted it into the ground as shown by the MSOS chart which is a US listed ETF based on swaps on the CSE listed stocks.
