Volcker blames recession on trade imbalances

Paul Volcker, former chairman of the Federal Reserve and an economic adviser to President Obama, told a congressional committee Wednesday that massive trade-related imbalances in the U.S. economy were the source of the financial crisis that has produced an ugly recession.

Mr. Volcker then urged Congress to enact long-term financial-market reforms by increasing regulation of large financial institutions that could undermine the entire economy if they failed.

Some banks are not only “too big to fail,” Mr. Volcker said. Some are “too big to exist.”

Senate Banking, Housing and Urban Affairs Committee Chairman Christopher J. Dodd, Connecticut Democrat, asked Mr. Volcker to assess the source of risk in the current crisis.

“Go back to the imbalances in the economy,” Mr. Volcker replied. “The United States has been consuming more than it has been producing for many years.”

The result was a collapse in personal and government savings and an explosion of the trade deficit. America’s lack of savings was replaced by a flood of financial capital from abroad. Those inflows generated low long-term interest rates, which helped home prices to soar.

“When housing prices stopped rising, the fragility of the financial system was exposed,” Mr. Volcker said. …

Insights 2020, 2(1): 47–64

==Trade Liberalization and Mortality:

Evidence from US Counties==

Recent research by Case and Deaton (2015) suggests an alarming rise in “deaths

of despair”—drug overdose, suicide, and diseases of the liver—in the United States.

Identifying potential contributors to this increase is an important topic for researchers across a broad range of disciplines, with Case and Deaton (2017) arguing that

the trend may be driven by a combination of negative social and economic outcomes

that accumulate over time. Though large literatures in economics and public health

examine the effect of economic shocks on health and mortality, finding exogenous

sources of variation in economic conditions remains an important challenge. In this

paper, we document a link between deaths of despair, particularly from drug overdose, and a large, plausibly exogenous shock to local labor markets driven by a

change in US trade policy.

In October, 2000, the United States Congress passed a bill granting permanent

normal trade relations (PNTR) to China, a trade liberalization that differentially

exposed US regions to increased import competition via their industry structure.

While US imports from China had already been subject to the low normal trade

relations (NTR) tariff rates available to most US trading partners before PNTR, continued access to these rates was subject to annual renewal by the US president and Congress. Absent these renewals, US tariffs on most Chinese imports would have

risen abruptly to the non-NTR rates set by the Smoot-Hawley Tariff Act of 1930.

Before passage of PNTR, the possibility of these dramatic tariff increases created

a disincentive for US firms considering sourcing goods from China, and Chinese

firms contemplating expansions into the United States. PNTR eliminated the need

for annual renewals, rendering production in China for export to the United States

more attractive and thereby increasing import competition for US producers. …

Immediate Expansion of American Timber Production

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1. Purpose. The production of timber, lumber, paper, bioenergy, and other wood products (timber production) is critical to our Nation’s well-being. Timber production is essential for crucial human activities like construction and energy production. Furthermore, as recent disasters demonstrate, forest management and wildfire risk reduction projects can save American lives and communities.

The United States has an abundance of timber resources that are more than adequate to meet our domestic timber production needs, but heavy-handed Federal policies have prevented full utilization of these resources and made us reliant on foreign producers. Our inability to fully exploit our domestic timber supply has impeded the creation of jobs and prosperity, contributed to wildfire disasters, degraded fish and wildlife habitats, increased the cost of construction and energy, and threatened our economic security. These onerous Federal policies have forced our Nation to rely upon imported lumber, thus exporting jobs and prosperity and compromising our self-reliance. It is vital that we reverse these policies and increase domestic timber production to protect our national and economic security.

Sec. 2. Directives to the Secretary of the Interior and the Secretary of Agriculture. …

Sec. 3. Streamlined Permitting. All relevant agencies shall eliminate, to the maximum extent permissible by law, all undue delays within their respective permitting processes related to timber production. Additionally, all relevant agencies shall take all necessary and appropriate steps consistent with applicable law to suspend, revise, or rescind all existing regulations, orders, guidance documents, policies, settlements, consent orders, and other agency actions that impose an undue burden on timber production.

Sec. 4. Endangered Species Committee. …

Sec. 5. General Provisions. …

Trump’s Arctic Goals Demand Icebreakers, but U.S. Struggles to Build Them

President plans to order 40 large icebreakers, but shipbuilding industry has been declining for decades

At 13,000 tons, the U.S. Coast Guard’s Polar Star is a mammoth vessel made to crash through Arctic ice more than 20 feet thick. But it is the U.S.’s only icebreaker that operates year-round, and it was built nearly half a century ago.

In the intensifying global race to access the Arctic, icebreakers are the essential tool to open trade routes, allow resource extraction and project military power. The U.S. and its allies have fallen far behind Russia, and China is rapidly gaining ground with the help of the world’s largest shipbuilding industry. …

Opinion: China has cornered the market on antibiotics, so the U.S. must rebuild its manufacturing capacity

The U.S. allowed its plants to close under the onslaught of subsidized Chinese production

As Congress and the White House debate a potentially wide-ranging infrastructure package, federal investment to bring antibiotic production back to the U.S. should be a top priority.

Right now, the U.S. has virtually no capacity to manufacture antibiotics. That’s because China currently controls roughly 90% of the global supply of inputs needed to make the generic antibiotics that treat bronchitis, pneumonia, pediatric ear infections, and life-threatening conditions such as sepsis.

At the peak of last year’s COVID-19 hospitalizations in the U.S., these generic antibiotics—including azithromycin—were urgently needed to treat secondary bacterial infections. However, the U.S. faced a potential shortage, since the key materials for azithromycin and other drugs are supplied by China. …

Guardian Bikes Powers American Comeback with Nation's First High-Volume Bicycle Frame Manufacturing Plant

$19 Million Financing Marks Milestone in Revitalizing American Manufacturing and Supply Chain Resilience

SEYMOUR, Ind., April 10, 2025 /PRNewswire/ – Guardian Bikes, the nation's leading direct-to-consumer kids' bike brand, has announced a $19 million financing with JPMorganChase to launch the first large-scale bicycle frame manufacturing operation in the United States.

The new facility—located in Guardian's advanced manufacturing hub in Seymour, Indiana—represents a pivotal step in reshoring a critical industry that was once a cornerstone of American manufacturing but has been nearly entirely offshored for decades.

"This collaboration with JPMorganChase is helping launch a new era of American high-tech manufacturing and working-class job creation," said Brian Riley, CEO of Guardian Bikes. "We're not just building bikes—we're rebuilding an industry. And we're doing it with cutting- edge automation, good-paying local jobs, and an unwavering commitment to safety, quality, and resilience."

"We are proud to play a small part in Guardian's journey to disrupt the bicycle industry," said Zoe Dobbs, Commercial Banker, JPMorganChase Middle Market Banking. "We look forward to the continued transformation of a core childhood pastime."

Reversing a 50-Year Trend of Offshoring

Today, over 97% of all bicycles sold in the U.S. are imported, often subsidized by non- market economies. Guardian's investment begins to reverse that trend, reshoring production and reducing reliance on overseas supply chains and ensuring quality and safety for every Guardian Bikes customer.

The new Seymour facility will be powered by robotic welding, advanced laser-cutting technology, and vertically integrated logistics. It will produce bicycle frames at scale— using domestic steel and aluminum—creating high-skill jobs and breathing life back into the U.S. industrial base.

Guardian's Scaled Vision for the Future

Guardian's move is not just about frames. It's about catalyzing a full-scale domestic bicycle supply chain—from handlebars to hubs—anchored in the Midwest. With distribution centers in California, Pennsylvania, Indiana, and ones planned in Texas and Florida, the company is poised to transform the way bikes are manufactured and delivered to American families.

About Guardian Bikes

Guardian Bikes is the trusted U.S. leader in kids' bicycles, known for its patented SureStop® braking system and uncompromising focus on child safety. As a vertically integrated, direct-to-consumer brand, Guardian is pioneering a new model of domestic manufacturing—faster, safer, and proudly American-made.

US’s biggest toy maker to expand domestic factories as tariffs spark demand for ‘Made in USA’ goods

The biggest toy maker in the US is enlarging the footprint of its two domestic factories by 50% — a response to surging demand from retailers as Trump’s tariffs threaten to raise costs, The Post has learned.

Cra-Z-Art, New Jersey-based arts and crafts company, is investing “millions of dollars” to add more than 500,000 square feet to its factories in Tennessee and Florida – despite a lack of clarity on whether tariffs will rise, fall or spark a recession after the US imposed a 20% levy on goods from China, according to its owner.

Cra-Z-Art chairman Lawrence Rosen said he’s responding partly to retailers who fear the tariffs will squelch consumer demand as basic necessities become more expensive. While Rosen declined to name specific retail customers, Cra-Z-Art goods appear on the websites of major chains including Walmart, Target, Amazon and Walgreens. …

Furniture manufacturer shuts down Canadian operations, moves production to N.Carolina

DELTA, British Columbia — Canadian ready-to-assemble furniture supplier Prepac has reportedly shut down its manufacturing operations in Delta, British Columbia, shifting all production to its facility in North Carolina instead.

According to Unifor, the union that represents Prepac’s workers, tariffs are to blame. More than 170 workers will be laid off.

“Our union has been warning about lost investment and production since Trump began his economic war on Canada and Canadian workers,” said Unifor National President Lana Payne. “In this case, Prepac and its equity owners are using the tariffs as an excuse to redirect all their production to the U.S. It’s pure greed.”

Prepac has not confirmed that the closure and production shift were done as a response to tariffs or the trade war, nor as it returned a request for comment to Furniture Today. Company CEO Nick Bozikis told publications The Daily Hive and Business Intelligence for B.C. that the decision “was the product of many months of consideration and analysis, and began long before any tariff risks to Prepac’s business arose.” …

The State of Play: Why President Trump’s Tariffs Are Necessary

t’s cliché, yet true — the definition of insanity is repeating the same thing over and expecting a different result.

The trade policies of the past several decades have failed this nation, its workers, and our communities.

Twenty years ago, The New York Times >>22898758 Editorial Board responded to the January 2005 trade deficit of $58.3 billion by writing an editorial entitled “Dangerous deficits.” Deficits are certainly dangerous; former Federal Reserve Chairman Paul Volcker >>22898772 said trade deficits were to blame for the Great Recession.

The Times wrote in 2005: “At $58.3 billion, the U.S. trade deficit for January exceeded everyone’s worst expectations… The trade deficit is the single most important factor in measuring the extent to which the United States lives beyond its means.”

Since then, our trade deficit has more than DOUBLED. The U.S. trade deficit >>22898788 in January totaled a whopping $131.4 billion.

The impact has been seen everywhere.

Since 1990, manufacturing employment has decreased >>22898833 by 59% in New York and decreased >>22898855 by 35% in Ohio.

The loss of these jobs killed innocent Americans and destroyed towns. Multiple studies >>22898891 show the loss of jobs due to bad trade deals led to an increase in drug overdoses.

However, liberal commentators have lost interest in fixing this problem. In fact, they are offended at the suggestion that industry should return to America.

Chris Matthews was inexplicably stunned on MSNBC >>22898907 and asked, “What are we going to do? Have more lumber made in the United States now!?” Yes, we are. President Donald J. Trump even signed an executive order >>22898939 to expand American timber production.

Likewise, Nia Malika-Henderson on CNN >>22898947 ridiculously asked, “Is it worth it to upend the global economy for HVAC jobs?” Apparently, Nia Malika-Henderson thinks preserving low-wage jobs in China is more important than creating high-wage jobs in America.

The loss of American industry means we struggle to build >>22898960 ships, >>22898973 medicine, and other essential goods. This is a national security emergency.

Fortunately, we are already seeing progress in reshoring American industry. President Trump remains undeterred in his mission to Make America Wealthy Again.
