This is complete garbage.
During the war there was some serious rationing going on, and Churchills wife made sure that Winston had to ration too.
He used to bitterly complain, that he wasn't allowed cake with his morning tea, as his wife made him ration the same as anyone else.
No soap, no cake, no champagne, just the same as everyone else.
He did drink in the evenings, but he might be woken at anytime, so this was very much rationed as well.
