I use ffmpeg. Typically either:
ffmpeg -i "${FILE.IN}" -c:a aac -b:a 128k -c:v libx264 -crf 19 -filter:v scale=-1:242 "${FILE.OUT}"
or
ffmpeg -i "${FILE.IN}" -c:a libopus -b:a 64k -c:v libvpx-vp9 -filter:v scale=-1:240 "${FILE.OUT}"
You'll save filesize without giving up that much quality by resizing the video rather than re-encoding at a lower bitrate.
