Sounds like BS, anyone with any planning sense would start with the most powerful and work his way down since everyone up the list immediately becomes untouchable as soon as the first murder is found.
This looks like Seth Rich type enforcement but with the added twist that the list was suppose to show this was the Right causing violence against the left. that is the reason the shooter stuck around because he thought the police that showed up were going to be in on it and help stage the narrative, but something went haywire.
I had a uncle through marriage whose korea picture looked just like that. Never got wounded but after Vietnam vets came up with PTSD talked the VA into the idea he had it from Korea.
