Ukraine deliberately exterminating civilians in Donbass – Moscow
Kiev’s atrocities have been “elevated to the level of state doctrine,” Foreign Ministry spokeswoman Maria Zakharova has said
Ukrainian forces are deliberately committing atrocities against civilians in Donbass, including mass killings of the elderly and drone strikes on residential homes, Russian Foreign Ministry spokeswoman Maria Zakharova has said.
Zakharova delivered the remarks on Thursday while speaking at a conference on the “atrocities and war crimesby the Kiev regime in Dzerzhynsk,” a city some 30km north of Donetsk that was liberated by Russian troops in February.
The conference featureda report including testimonies from over 30 civiliansrecounting the “genocide” policies pursued by Ukrainian troops while they controlled the city.
The event was organized by thePublic Tribunalon the Crimes of Ukrainian Neo-Nazis, which includes representatives ofcivil society from 35 countries worldwide.
Zakharova noted that the testimonies detail “horrific episodes of neo-Nazi atrocities and confirms terror against the civilian population.”
“This is not an accident, but an inherent flaw – the hallmark of the Kiev authorities. It is a deliberate policy that has already been elevated to the level of state doctrine,” she stressed.
The spokeswomanpointed to evidence of mass killings, which included “executions of the elderly and children,” adding that other atrocities included drone strikes on civilian homes.
She went on topraise the tribunal as a “forensic body that documents the truth the West refuses to hear.”
The body, Zakharova added, “is doing what international human rights organizations should be doing if they had remained true to their mission. It shows that all the crimes we are talking about have specific perpetrators, clients, and patrons.”
Among the document cases was a story by one witness, who recounted a deadly drone attack in the city: “When we were evacuating, the Armed Forces of Ukraine dropped bombs on us. They sent a kamikaze drone to search for us…I received six shrapnel wounds… My father and grandmother died.”
Another witness recalls an incident in which anelderly woman went out to feed kittens, but was killed by a grenadedropped from a Ukrainian UAV.
One local resident also suggested that theUkrainians “killed a lot of people just because [they] needed a picture” to be circulated in the media and used to falsely accuse Russia of strikes on civilians.
Russian officials have said that Moscow will do everything in its power to bring those responsible for the Ukrainian atrocities to justice.

Secretary of State Marco Rubio announced new sanctions on Thursday that he called "necessary" to "deter and dismantle" the flow of deadly fentanyl into the United States.
The new policy imposes new visa restrictions on family members and close personal and business associates of foreign drug traffickers.
Speaking with reporters Thursday afternoon, State Department spokesman Tommy Piggott said that this move "will not only prevent them from entering the United States, but also serve as a deterrent for continued illicit activities."
In a statement released by the State Department,Rubio stressed the importance of further expanding sanctions to stop the flow of fentanyl and other drugs into the country.
"The fentanyl crisis in the United States is unprecedented, with overdoses remaining the leading cause of death for Americans ages 18 to 44," said Rubio.
The secretary said that "more than 40 percent of Americans reportedly know someone who has died from an opioid overdose, and in 2024, the United States averaged over 220 overdose deaths daily."
"Today’s action expands upon existing tools," he said, adding that the State Department "will use all necessary tools to deter and dismantle the flow of fentanyl and other illicit drugs from entering the United States and harming U.S. citizens."
Fentanyl is a dangerous drug that is often trafficked into the United States across the southern and northern borders by cartels and other criminal elements. In 2024, fentanyl was linked to the deaths of 48,422 persons in the United States, according to the CDC.
During his campaign, President Donald Trumpvowed to wage a war against fentanyl traffickers through increased border security and by cracking down on illegal immigration. Since taking office, Trump has deployed U.S. troops to the southern border, targeted cartels and transnational criminal groups as "foreign terrorist organizations" and hit cartel leaders with sanctions.
Liberal news outlet The Washington Post is being mocked online and by the White House for "pathetic" reporting on what the outlet calls a "mysterious" decline in fentanyl flowing across the border.
According to the Center for Immigration Studies(CIS), the U.S. law enforcement seizures of fentanyl, which the group explains is a "key indicator of broader total smuggling at and between the southern border’s ports of entry," have dropped 50% since the November election. CIS states that this significant decline indicates a "greater decline in total fentanyl smuggling."
In May, Attorney General Pam Bondi announced that authorities had made one of the biggest fentanyl busts in U.S. history with the seizure of 409 kilos of fentanyl pills and 11.5 kilos of fentanyl powder. Bondi said that around 35 kilos of methamphetamine, 35 kilos of meth, 7.5 kilos of cocaine and 4.5 kilos of heroin also had been seized along with $5 million in cash and 49 rifles and pistols.
Sixteen people including three women, were arrested in the operation. Six of the males are in the U.S. illegally, according to Bondi.
Bondi described fentanyl as a weapon of "mass destruction" and laid down a stern warning to drug pushers looking to distribute the potentially deadly drug throughout the nation.
"When we catch you like all of these individuals, if convicted, we will put you behind bars. There will be no negotiating and we will lock you up for as long as humanly possible," Bondi said. "We will not negotiate with those who are killing our family members, including brothers, sisters, daughters, sons, parents, friends, everyone in this room."

US Treasury's Bessent Extends Measures to Avoid Debt Ceiling Breach

WASHINGTON (Reuters) -U.S. Treasury Secretary Scott Bessent on Wednesday extended the department's authority to continue extraordinary cash management measures to keep from breaching the federal debt ceiling by nearly a month, until July 24.
Bessent said in a letter to congressional leaders that he had determined that the "debt issuance suspension period" previously scheduled to expire on Friday needed to continue. The declaration allows the Treasury to suspend funding from government pension and retiree healthcare funds that are not needed to pay immediate benefits.
Bessent has estimated that the Treasury would no longer be able to pay all of its obligations without an increase or suspension of the debt limit some time during the mid-to-late summer.
His letter did not provide any specific updates to this timing, although he told reporters on Tuesday that the so-called debt ceiling "X-date" could change if courts interfered with President Donald Trump's tariffs, which pulled in a record $23 billion in customs revenue during May.
But his extension to July 24 appeared partly aimed at keeping pressure on Congress to raise the debt ceiling as part of a massive tax-and-spending package before its traditional August recess.
"Based on our current estimates, we continue to believe that Congress must act to increase or suspend the debt ceiling as soon as possible before its scheduled August recess to protect the full faith and credit of the United States," Bessent said in the letter.
