NO ONE looks for loopholes in the law more than those who enforce or "uphold" the law. The law to them is a tool to be abused to enforce their will on others.

Gangs are mobbing stores and getting away with it because people don't do a damn thing for themselves, they've been conditioned that when seconds count, just call cops minutes away! Stores in this country have "shopkeepers privelage", they have the legal right and authority to detain a shoplifter, but they don't. They just let them steal and record it so it looks good on TV. Cop demanding ID, demanding to "interview" people, asked what crime they suspect "We didn't say you commit no crime". Man says he has his baby in the car and needs to get home, so cop threatens to charge him
