'deputy gangs' that continue to wield extraordinary power within the

The report identifies at 'least a half dozen' active gangs and cliques

• and names them: the Executioners, the Banditos, the Regulators, the

Spartans, the Gladiators, the Cowboys, and the Reapers.

These groups pose a threat to the general public - deputies hoping to

prove themselves worthy of gang membership routinely seek out violent

encounters with the public, the investigation reports - as well as to

the internal command-and-control structure of LASD. The gangs

of reform by installing gang members as his right-hand men.

Villanueva, the report says, 'at minimum tolerated, if not rewarded

deputy gangs.'

The new investigation describes a deputy-gang culture that is 'deeply embedded' within LASD, calling it a 'cancer' that 'must be excised.'

Conducted by the special counsel to the Civilian Oversight Commission

relied on interviews with nearly 80 witnesses as well as dozens of

depositions, court exhibits, and civil lawsuits.

LASD is the nation's second-largest municipal law enforcement agency.

Its deputies are sworn to 'serve and protect' more than four million

residents - as well as to operate America's largest county jail

system. Yet LASD has long been riven by lawlessness. Gangs and cliques

were first decried in LASD in 1973, with the identification of a group

called the Little Devils. A landmark report by the Kolts Commission,

issued in the wake of the Rodney King beating, denounced the problem

of deputy cliques publically in 1992. A 2021 report commissioned by

L.A. County underscored that deputy-gangs had cost taxpayers at least

$55 million in court judgments and settlements, and it excoriated

leadership that 'can't or won't' implement gang reforms.

Here is a fellow perfectly fits what what you have been talking about – long DynCorp career, police trainer in Bosnia and Iraq… you name it. Don't know much about him or have not had a chance to look around to see what he is involved with or the issues of his jurisdiction.

Earth’s Variable Spin Speed

Our planet is an almost-but-not-quite-perfect timekeeper. On average, from the point of view of the Sun, Earth completes one full rotation on its axis in exactly 86,400 seconds, give or take a millisecond or so.

86,400 seconds is another way of saying 24 hours. A millisecond (ms) is 0.001 seconds—considerably less than a blink of an eye, which lasts around 100 milliseconds.

The only way to measure these tiny day-to-day variations in Earth’s spin speed is with atomic clocks, which were introduced in the 1950s. The number of milliseconds above or below 86,400 seconds is known as length of day (LOD).

Earth Speeds Up

Until 2020, the shortest LOD ever recorded by atomic clocks was -1.05 ms. This means that Earth completed one rotation with respect to the Sun in 1.05 milliseconds less than 86,400 seconds.

Since then, however, Earth has managed to shatter this old record every year by around half a millisecond. The shortest day of all was -1.66 ms on July 5, 2024. Earth is expected to get close to this again in 2025 around July 9, July 22, and August 5.

The following table shows the shortest LOD in every year for the past five years, together with three possible dates for the shortest LOD in 2025.

Why Three Possible Dates?

Short-term variations in LOD are affected by the orbit of the Moon. Our planet spins quicker when the Moon’s position is far to the north or south of Earth’s equator.

The Moon will be around its maximum distance from Earth’s equator on the three possible dates for the shortest LOD in 2025. The following links for our Moon Light World Map show the Moon’s position—indicated by the Moon symbol—at 12:00 UTC on July 9, July 22, and August 5.

Why Is All This Happening?
