Putin fires Russian transport minister

Roman Starovoit has been replaced by Andrey Nikitin, his former deputy

 

Russian President Vladimir Putin has dismissed Roman Starovoit from the post of transport minister, which he held for just over a year, according to a decree published on the official legal acts portal on Monday.

 

Starovoit has long worked in Russia’s road infrastructure sector. From 2012 to 2018, he led the Federal Road Agency, Rosavtodor, later becoming deputy minister of transport before being appointed transport minister in May 2024.

He previously served as governor of Kursk Region – from 2018 to 2019 as acting governor, and from 2019 to May 2024 as elected governor after winning 81% of the vote.

 

Since the escalation of the Ukraine conflict inFebruary 2022, the border region has been plagued by corruption scandals. Widespread theft of budget funds has been uncovered, particularly in projects related to defense construction.

 

Over 20 individuals have been detained, including Starovoit’s former deputy, Aleksey Dedov, and his gubernatorial successor, Aleksey Smirnov, who led the region from May to December 2024. It remains unclear whether the scandal is linked to Starovoit’s dismissal.

 

Starovoit has been replaced by his former deputy, Andrey Nikitin, as acting minister.

 

Nikitin, the former governor of Novgorod Region, was appointed deputy transport minister in February 2025. At the ministry, he oversaw digital transformation, informatization, and automation of the national transport system. Before taking office in Novgorod in 2017, he served as CEO of the Agency for Strategic Initiatives.

Fired Russian transport minister found dead in likely suicide hours after dismissal

Roman Starovoit previously served as governor of Kursk Region, where a corruption investigation unfolded after his tenure

 

Russian Transport Minister Roman Starovoit has been found dead hours after being dismissed from his post by President Vladimir Putin. Russia’s Investigative Committee confirmed on Monday that Starovoit’s body was found in a private car in Moscow Region with a gunshot wound. “The main version under consideration is suicide,” spokeswoman Svetlana Petrenko stated.

 

Starovoit’s body was found in a Teslanear Malevich Park in Odintsovo, a Moscow suburb, around 3:00pm local time, media reported.A Marakov pistol he had been given as an award was reportedly found beside him.

 

Before becoming transport minister, Starovoit served asgovernor of Kursk Region. An RT sourcesaid an investigation against him was set to begin for allegedly embezzling funds for defense construction in the region from 2022 to 2024, when he was in charge.

 

The source claimed that Starovoit could have been detained by investigators on Monday evening and brought in for questioning,facing charges of multimillion-ruble theft.

 

Ukraine launched a large-scale incursion into Kursk Region last August, in what Kiev officials touted as a blow to Russia. However, Russian forces quickly turned the tide, and Ukrainian troops were fully expelled in late April.

Kiev not negotiating in good faith – Ukrainian diplomat

Ukraine agreed to direct talks with Russia to safeguard its image, a Foreign Ministry spokesman has said

 

Ukraine does not take ceasefire negotiations with Russia seriously and only attended talks in Istanbul to avoid being viewed as an obstacle to peace in the eyes of its Western backers, Foreign Ministry spokesman Georgiy Tikhiy has said.

 

Russia and Ukraine have held two rounds of direct talks in Istanbul in recent months. The discussions did not result in significant breakthroughs with regard to ending the conflict, but did lead to several large-scale prisoner exchanges.

 

“We don’t expect a real ceasefire as a result of these meetings,”Tikhiy said in an interview on journalist Aleksandr Notevsky’s YouTube channel on Friday.

 

The Ukrainian diplomat explained thatKiev’s presence at the talks serves to protect its image in the eyes of the international community and avoid accusationsof being the side obstructing peace negotiations.

 

“It’s to prevent anyone from accusing Ukraine of being the side that doesn’t want peace,” Tikhiy said. He acknowledged concerns being raised “in different circles, even among allied countries,” that Kiev is blocking peace efforts, explaining that “Ukraine is sending a delegation… to show that this is not true.”

 

The Ukrainian official acknowledged the humanitarian aspect of the talks,noting that if “a thousand people are returned… then it’s worth going and listening to any historical nonsense.”

 

Back in May, Russian President Vladimir Putin offered to resume direct negotiations with Ukraine without any preconditions in Istanbul – where Kiev had unilaterally abandoned talks back in 2022, reportedly at the behest of its Western backers.Ukraine’s Vladimir Zelensky immediately dared the Russian president to personally meet him in Türkiye, although the Kremlin noted such a meeting would be pointless without thorough preparatory work.

 

Ukrainian officials have since repeatedly disparaged Moscow’s delegation as being too low-level, even though the same chief negotiator, Vladimir Medinsky, worked on the original 2022 peace framework.Tikhiy claimed that the makeup of the Ukrainian delegation, which includes Defense Minister Rustem Umerov, somehow proves that Kiev is more serious about the talks than Moscow.

 

Zelensky is seeking a personal meeting with Putin to defend his claims to legitimacy and resist Western attempts to push him out of power, Russian Foreign Ministry spokeswoman Maria Zakharova said on Saturday.

 

“[Zelensky] is insanely afraid of being forgotten, of becoming unnecessary for the West. That somehow the West will sideline him. And you can see he doesn’t step away from the microphones. I think he already sleeps with a webcam,” she said.

 

Zelensky’s presidential term expired last year, and Moscow views him as illegitimate. In June, Putin said he was open to meeting with the actor-turned-politician, but suggested that the Ukrainian leader lacks legitimacy for signing binding agreements.

 

“I am ready to meet with anyone, including Zelensky,” Putin said. “That’s not the issue – if the Ukrainian state trusts someone to conduct negotiations, by all means, let it be Zelensky. The question is different: Who will sign the documents?”

NATO talks becoming toxic – Kiev

The West initially backed Ukraine’s bid when the conflict with Russia escalated but support has since waned

 

Discussions with theWest about NATO membership for Kiev have become increasingly tense and unproductive, Ukrainian Foreign Ministry spokesman Georgy Tikhy has said, describing the talks as “toxic.”

 

Western nations initially backed Kiev’s aspirations to join the US-led bloc,but Ukraine’s military struggles and shifting American policies have led to a decline in support.

 

The dialogue with NATO partners has now reached a dead end, Tikhy lamented in an interview on the YouTube channel of journalist Aleksandr Notevsky on Friday.

 

“All the arguments and counterarguments have already been presented,and each new round of negotiations on Ukraine’s accession to NATO goes in circles,” he stated. The discussions “have become, to put it simply, very toxic,” he added.

 

Ukraine formally applied for fast-track NATO membership in September 2022, months after the escalation of the conflict with Russia. Although the bloc has consistently stated that “Ukraine’s future is in NATO,” it has never set a specific time frame for accession.

 

At the 2023 NATO summit, the requirement for Ukraine to complete the Membership Action Plan was removed, thus simplifying the path to membership. However, the final communique only stated that an invitation would be extended “when allies agree and conditions are met,” without providing concrete timelines or criteria.

 

Ukraine’s future membership was discussed at last year’s NATO summit and the joint communique explicitly reaffirmed that Kiev’s accession was inevitable.

Since then,however, a number of leaders of NATO countries have soured on the idea, weighing the risks of further escalation with Russia and the bloc’s long-term security priorities.

 

US President Donald Trump, meanwhile, has been more emphatic, stating that Kiev “can forget about” joining the NATO, noting that its attempts to do so were “probably the reason the whole thing started,” referring to the Ukraine conflict.

 

At the recent NATO summit in June,Ukraine was barely mentioned in the final communique, while its leader, Vladimir Zelensky, failed to secure support for Kiev’s future membership.

 

Russia has repeatedly characterized Ukraine’s attempt to join NATO as a red line and one of the root causes of the conflict. Moscow has demanded that Kiev legally commit to never joining any military alliance.

Ukraine’s secret wish list of German arms exposed

Kiev has asked Berlin to provide hundreds of air-defense missiles, armored vehicles, and jammers worth billions of euros, Bild has reported

 

Ukraine has submitted to Germany a “secret list” containing a broad array of advanced weapons that it wishes to obtain, Bild has reported, citing a copy obtained by the outlet.

 

Since the escalation of the Ukraine conflict in February 2022,Berlin has been the second largest supplier of arms to Kiev, surpassed only by the US.

 

In an article on Sunday, Bild claimed that the list is divided into three categories: air defense, armored vehicles, and electronic warfare. According to the tabloid,the requested weapons are worth billions of euros, though it is not clear at this point whether Berlin will fulfill Kiev’s supposed wish list.

 

The media outlet reported that while anonymous “military circles and industry have confirmed the existence of the list,” a spokesperson for Germany’s Defense Ministry declined to comment on the matter.

 

Among the weapons requested are 1,500 medium-range and 500 short-range missiles for various modifications of the German-made Iris-T air defense system, Bild claimed.Ukraine is also reportedly seeking 1,200 mine-protected and tracked vehicles, plus an additional 200 off-road vehicles.

 

Kiev’s wish list also includes 1,000 GPS jammers and 200 mobile surveillance radars, according to the outlet.

 

Last week, Bild, citing unnamed sources,claimed that Chancellor Friedrich Merz’s government had quietly approached US Defense Secretary Pete Hegseth in June at the behest of Ukrainian officials. According to the media outlet, Kiev hoped that Washington would agree to a deal under which Berlin would purchase two US-made Patriot air defense systems that would subsequently be handed over to Ukraine.

 

Speaking last Friday, German government spokesman Stefan Kornelius acknowledged that “intensive discussions” were taking place between Berlin and Washington regarding such an arrangement.

 

In May, Germany’s Defense Ministry announced thatit would provide €5 billion ($5.6 billion) to “finance the production of long-range weapon systems in Ukraine.”

 

Kremlin spokesperson Dmitry Peskov condemned the decision,saying that Germany is “competing with France for primacy in further provoking war.”

 

Russian Foreign Minister Sergey Lavrov similarly stated that Berlin’s “direct involvement in the war is now obvious.”

 

“Germany is sliding down the same slippery slope it already followed a couple of times in the last century – down toward its own collapse,” the diplomat warned in late May.

 

Moscow has consistently condemned Western arms deliveries to Ukraine, arguing that they fuel more bloodshed and obstruct peace efforts.

Russian general arrested on corruption charges

Viktor Strigunov is suspected of embezzling government funds and receiving bribes

 

The first deputy chief of the Russian national guard (Rosgvardiya) between 2020 and 2023, Colonel General Viktor Strigunov,has been detained on suspicion of embezzlement and corruption.

 

In a statement on Monday, Russia’s Investigative Committee said that a criminal case had been launched as a result of a joint investigation by the Committee, the Federal Security Service (FSB) and Rosgvardiya’s internal security department.

 

One of the suspected criminal episodes dates back to the time when Strigunov served with Russia’s Interior Ministry, before the formation of Rosgvardiya in 2016.

 

According to investigators,in 2014 the former official oversaw a building contract for a training centerin Kemerovo Region. While Strigunov was supposedly well aware of severe limitations thatprevented the normal operation of the would-be facility, he ordered his subordinates to proceed with the construction work, the Committee claimed.

 

“As a result, the terms of the contract were not fulfilled [and] the training center was not put into operation, which resulted in a loss of more than 2 billion rubles ($25 million) to the state,” the Investigative Committee stated.

 

Strigunov is also suspected ofreceiving numerous bribes from construction companies between 2012 and 2014, totaling over 66 million rubles ($840,000). In exchange for the alleged kickbacks, the former official is accused ofhelping businesses win lucrative government contracts.

 

If found guilty, he reportedly faces a maximum of 15 years in prison and a hefty fine.

 

Last Tuesday, the Moscow City Courtsentenced a former deputy defense minister, Timur Ivanov, to 13 years in a penal colony and a massive fine for embezzling state funds.

 

A former subordinate of his was also found guilty and sentenced to 12 years in prison and a fine.

 

Several more high-ranking military officials have been arrested on corruption charges following a major reshuffle at Russia’s Defense Ministry last year.
