The equivalent of the amount of water that flows over the Niagara falls in one day dropped on Kerr County in the same amount of time. That's how the river got flashed. They don't have nearly large enough dams in that area to hold that much water. Like a once in a century kind of event.

Oh bad, you're talking about North Carolina floods. The dams in that area can hold much more water to prevent flooding so it's possible they released the dam water to purposely cause a flood but you'd need to check google earth to get elevation levels of those dams before and after the flood to kickstart that investigation.

 

The dams in Kerr County are bitch-sized tho so unloading dams can't create that much flood.
