This might be typical, but not all are this way.
Some men are obsessed with local, while some women are not concerned at all with local and focus on global.
But even so, both views are essential.
I know there are men who believe that the man should be the Head of the Household and should be the only one allowed to vote. But even when that was so, they had the responsibility to consider all aspects of their vote both globally and locally and would be wise to consider their wife's opinion. They had the responsibility for their entire family, not just themselves. How many men consider their wives and their daughters when they vote? Or are they only thinking of themselves? And what if they aren't married and/or have no children?
And some women have never been married or have no children and work outside of their home, or are a widow, so that creates a conundrum for women not being allowed to vote. And some men are not married and have no children, so they have no skin in the game of considering what is best for women, they will probably only consider what is best for themselves.
So IMO the whole Appeal the 19th is just an attempt to do as Q mentioned - divide people by sex. Treating women as if they are a possession or as if they are a child, IMO, is demeaning and disrespectful. Yet there are men out there who seem to have no problem with doing exactly that.
