Sad part, is that this is allowed and goes on, on a regular basis at hospitals and nursing homes. Every place has their infiltrators which consist of doctors, administrators, nurses, cops, and lawyers that decide on fates and each use their authorities and have their rewards. It is actually rare, to see a cop actually arrest one of them due to the level of infiltration; there still are some good cops.
