Most likely the shooter got on the roof because it was unlocked for him, as he was on the 3rd floor. Now consider that it was an inside job to do this. Therefor, the sniper is probably being protected by staff members and could possibly be still in the building, either hiding in a closet but most likely hiding above the roof tiles. FBI needs to scan RF the ceiling and lift those tiles. Think about it, he would be captured by video if he walked down, so he probably has supplies and is close to a bathroom ceiling.
