Those green rolls are bags, most likely. I believe we may have flushed him out by our posts. Think about it. Those bags were probably going to be used to contain human waste as he hid in the building but we were on to him. They were going to check and the staff told him, he is on his own, and he fled in a hurry on what is most likely his bicycle.

The false arrested shooter said "shoot me" which implies some type of guilt and knowing, not what an innocent person would say, so he was a decoy, and most likely those around him and LEO might have been involved. How can you mistake him for a shooter if he had no gun? It was a diversion.
