I was just talking with spouse anon this morning about the chronic homeless people in my city. One guy alone has been arrested 57 times for public intoxication and disorderly conduct. I suggest a community similar to a state home facility. Gated and fenced in with small group homes inside. The chronic homeless drug/alcohol user is sentenced to a year of mandatory treatment. They can only leave in monitored small groups to go shopping or whatever. There would be therapists, medical doctors, social workers, ect. to help the patients through recovery. The patients would have to have mandatory chores/duties to perform while in rehab. Mowing grass, planting trees, gardens, maintenance of personal rooms, facility property, cooking meals and the like. After the year is up, there would be a board review to see if the patient could be released or need extended treatment. If released, they person would have a job secured by the treatment facility. If the person goes back to chemical dependence and are rearrested, the are placed back in treatment for another year. It has to be better than this catch and release nonsense that we have ben dealing with over the past 30 or so years. Just my 2 cents.
For the ones who are clearly insane, mental institutions. I would definitely support new institutions being built to house the ones who are just crazy.
One homeless guy who is always on street causing problems in my city was threatening to kill people and he is still out on the street causing problems. In and out of jail every few weeks. This is insanity.
