Washington leaders preparing for possibility that Trump deploys National Guard to Seattle

SEATTLE — Washington officials are actively preparing for the possibility that President Donald Trump deploys the National Guard to Seattle.
Mayor Bruce Harrell expanded on plans in coordination with Washington Attorney General Nick Brown at a Monday morning press conference. Neither have heard of any concrete intention from the Trump administration to deploy the National Guard in Washington state, but Brown said he believes "it is entirely possible" that Trump will attempt to do so.
Harrell announced he will sign an executive order in the coming days that will lay out how the city and its departments will respond if Trump does deploy troops.
"Our message to the president is very clear," Harrell said. "Stay out of Seattle."
Harrell said his executive order will do a number of things, including:

Establishing how the city will communicate, protect communities and preserve local control

Strengthen policies to prevent unconstitutional and unlawful encroachment on the roles, responsibilities and jurisdiction of the Seattle Police Department

Establish city-wide coordination if federal troops are deployed

Create a task force to plan, coordinate and communicate with the Washington governor and attorney general's offices, and Seattle residents
The press conference comes in light of Trump deploying the National Guard to Portland, Ore., which he claims is necessary to protect U.S. Immigration and Customs Enforcement (ICE) facilities that he alleges are "under siege from attack by Antifa, and other domestic terrorists." The Oregon attorney general filed a lawsuit against the Trump administration jointly with the City of Portland, calling the president's accusations "baseless and hyperbolic."
Harrell and Brown also questioned Trump's legal basis for deploying National Guard troops in Oregon and proactively pushed back on any claims that there is reason to do so in Washington.
"The fact of the matter is, here in Seattle, crime is down and safety is up," Harrell said. "There are no insurrections here."
Trump has deployed the National Guard to two other cities so far in his second term, including Los Angeles and Washington, D.C. His interference in Los Angeles was deemed illegal by a federal judge, who ruled that Trump's use of military troops in LA violated the Posse Comitatus Act and usurped state and local authority.
