I call bullshit. Vault7 contains almost no source code. https://wikileaks.org/vault7/ Those few projects that do contain source code are, primarily, Visual Studio projects written in C# and C++. Twitter, for example, makes negligible use of those languages. https://twitter.github.io/
Besides which, obviously there will be a lot of code in common due to the high amount of boilerplate in any project, due to frameworks (e.g., all those config and framework code in Scribbles https://wikileaks.org/vault7/document/Scribbles/ ).
