Here’s a fun theory: NC is a big hub of human trafficking, for a variety of reasons. I think that if you wanted to get people smuggled from overseas, bringing them in by ship to the ports at Elizabeth City and Wilmington and then trucking them to sites along the Intracoastal Waterway (essentially a highway on the East Coast that’s only lightly patrolled by the Coast Guard) is a great way to bypass dozens of borders and jurisdictions, all the way to Baltimore and beyond. It would require having agents and safe houses (safe boats) along the way, including police and first responders.
