ICYMI, on Sept 29, 2025, DoD reissuedInstruction 3000.07 — Irregular Warfare.

Interestingly, this important instruction was published just in time for theRed Octoberthat we are currently enjoying.

This is the Pentagon’s doctrine for fighting insurgencies, terror proxies, and gray-zone threats.

Irregular Warfare includes:

● Counter-insurgency;

● Proxy wars;

● Subversion ops; and

● Information dominance.

The report stated, inter alia, “[w]hether or not DoD’s role … is intended to be apparent or acknowledged publicly will depend on the circumstances.”

This means that the Pentagon has doctrinal cover for missions that can be public or deniable.

● PLEASE NOTE:

● NSPM 6 & 7 (2025) → White House directives for countering domestic terror & infiltration.

● JSOC under Pentagon → special ops direct tasking, no CIA bottleneck.

● DoDI 3000.07 → the doctrine that operationalizes all of it.

Together, this is the framework:

EOs + NSPMs + AUMF + IW doctrine = a lawful toolkit for dismantling foreign-enabled insurgent networks.

This is now a standing, integrated mission set — one that can target insurgencies at home and abroad when tied to foreign direction.

God knows we've all been battling an insurgency here, for almost 8 years, and in many cases we've battled the insurgency in our private lives, too.

I, for one, am very grateful that the Department of Defense—now theDepartment of War—published this instruction for all to see.
