the bullies are those who will not deal honorably and only pay lip service to the idea of compromise, meanwhile continuing in their selfishness.

a peacemaker can see this and knows the solution.

the peace will not be for the rapple who are held as thralls by an authoritarian dictatorship. It will be for those who remain after the hateful rabble is removed from governance, perhaps by being put into exile or by more distasteful means.

In the case of two sets of governance, both of which seem dominated by bullies, peace might only come when both sets of tyrants are removed.
