This is why we have to have a system of voting for all police officers, so that the good ones are not tarnished by the bad ones. Promotions should be decided by the people not by an incumbent, because the majority would assure the best rises to the top. Any top down hierarchy where one person decides fates of those below them are too suspectable to corruption if that superior is compromised, it could and has affected the entire downward tree.
