A big part of the problem is the socialist mentality of charging high rates for commercial waste dumping - to save the planet dontchaknow.
The result is people find cheap alternative methods such as dumping waste where it isn't noticed for a long while.
That looks like a section of disused road (probably the old route of the dual carriageway) alongside the river and dual carriageway road.
