An unauthorized person going overseas, falsely claiming to represent the United States, and signs treaties or agreements is a violation of the Logan Act 18 U.S.C. § 953, which prohibits private citizens from negotiating with foreign governments on behalf of the U.S. Additional crimes such as fraud, false representation, impersonation of a federal officer, and possibly espionage or conspiracy may also apply.

Makes it a crime for any U.S. citizen, without authority, to negotiate with foreign governments in disputes involving the United States.
Purpose: Prevent private individuals from undermining official U.S. foreign policy.
Only the President, with the advice and consent of two-thirds of the Senate, can make treaties. Unauthorized agreements signed by private individuals have no legal effect under U.S. law.

Fraud or misrepresentation: If the individual deceives foreign governments or U.S. entities.
Conspiracy against the United States
Lock him up. Even his criminal friends in Commiefornia don't want him back.
Lock them all up and send the bill for the trip to collections agencies.
