An 8-page unclassified criminal referral of Christopher Steele to the DOJ for possible violation of 18 U.S.C. § 1001 (lying to federal investigators).
Main Allegations and Findings (as asserted by Grassley & Graham)
The Steele Dossier was the primary evidence used to obtain four FISA warrants (October 2016 + three renewals in 2017) on Carter Page, a former Trump campaign adviser.
The FBI repeatedly misrepresented or omitted critical facts to the FISA court, especially:
That the dossier was funded by the Clinton campaign and DNC via Perkins Coie → Fusion GPS → Steele.
That Steele had extreme anti-Trump bias (Bruce Ohr told the FBI Steele was “desperate” that Trump not be elected).
That Steele lied to the FBI about his contacts with the media (he told the FBI he only shared the information with Fusion GPS and the FBI, but court filings in London and Glenn Simpson’s testimony show he briefed the Washington Post, New York Times, Yahoo News, CNN, the New Yorker, etc., in September–October 2016).
That the September 23, 2016 Yahoo News article (by Michael Isikoff) cited in the FISA application as “corroboration” was actually based on Steele himself — circular reporting.
