Theft at that scale has to be coordinated with lots of payoffs to key people / entities to allow the stealing to continue unabated.

Some days it really feels like "When God was handing out brains I thought he said 'trains' and said I didn't want any!"
Other days I can see the deeper need like how a lot of people are ending generations of pain in their family lines, cleaning up the rot no one else could face.
