To be fair, the police in Tennessee will arrest you for looking at them the wrong way. TN is known for people getting arrested for drunk driving, even though they blew a 0.0 breathalyzer. They get subsidies from MADD for each arrest, not convictions, so the police arrest tons of people regardless of whether they are actually drunk or not.
