Does Israel control Somalia?

Why would Israel announce recognition of sovereignty of a no/little government nation as sovereign, unless it needed to keep secret the data associated with its history to keep it hidden from the United States?

Wouldnt "ally" logic dictate that both US and Israel would first discuss and negaotiate a joint announcement?
