years ago I remember hearing how some parents would demand that their children were 'special needs' and demand to be able to send the child to a very high priced out of state school.
Massachusetts had overly generous budget money for such indulgences.
I found it odd, and this was over thirty years ago, that a child who was basically unable to care for itself, and would never ever be able to do such, because it had 'issues' (and it was obvious that it had issues) would get like 10 or 100 times the resources for school.
it occured to me that it was unfair.
and why was it unfair? because other children were put into school systems with stingie budgets where all the money was spent on Athelites and band and speach programs.
It occured to me is one child needed 100,000 a year to have school, then every child should be allocated 100,000 a year for their education: equal dollars seemed like equality to me.
but not to the Down Syndrome/ Autism groups that profiteered off of that. To them spending 20 times the money of the Down Syndrome kids was what they demanded.
and it occured to me that a lot of those parents may have, in fact, invested in those schools and profiteered off of their sending their own children to them at public expense.
and then when the whole 'he needs speed' children were a thing, it seemed to me, again, that there must be parents who profiteered off of this.
and the kids who would be called 'normal' in the old days were left shivering in the cold at a bus stop riding a crappy smelly bus to school, and given old books and crappy material, and go begging.
if there are children who can not take care of themselves, and will always be a burdan to the rest of us to take care of, it makes FAR more sense to sponser the ones who are bright and might pull in an income later in life, and foster their education so as to have folks, in the future, who will be making the money to pay the taxes that would be needed to pay for these unfortunate darling special children.
and as far as the unfortunate darlings: if they get 20 times the resources that, to me, is descriminating in their favor and shouldn't be.
