India’s $5.4 Billion Shipbuilding Gambit Takes Aim at China—and Rattles the West

India just threw down $5.4 billion to crash the global shipbuilding party. For Western yards already struggling against Asian dominance, it’s another wake-up call they can’t afford to ignore.

 

By Paul Morgan (gCaptain) – New Delhi approved the massive subsidy package earlier this year, combining $3 billion in direct shipbuilding subsidies with $2.4 billion for yard infrastructure. The schemes run through 2036 with a possible extension to 2047, the year India aims to achieve “major maritime power” status alongside developed-nation aspirations.

 

The timing and scale matter. India currently ranks a distant 20th-22nd globally in shipbuilding, controlling barely 0.06% of world output. The country spends roughly $70-75 billion annually on foreign shipping services while only 7% of Indian-owned vessels are built domestically. Prime Minister Narendra Modi’s government has framed this as India’s “Maruti moment” for ships, a reference to the 1980s automotive revolution that transformed India from importer to manufacturer.

 

The ambition is enormous: break into the global top 10 by 2030 and the top five by 2047. India isn’t hiding its strategy. Officials are openly borrowing from China’s early-2000s industrial policy, the same playbook that catapulted Beijing from 14% of global shipbuilding to over 70% today. China now dominates commercial shipbuilding with a market share between 55-74% depending on how you measure it. South Korea holds roughly 25-28%, Japan around 13-17%. Everyone else fights for scraps.

 

The Indian package follows the familiar formula: demand-side subsidies of 15-25% per vessel to make orders attractive, supply-side infrastructure investment to build world-class yards, and government-backed credit guarantees to match the export financing that makes Chinese and Korean yards so competitive.

 

New Delhi’s pitch to the world is simple but potent: we offer China-level pricing and state backing, minus the geopolitical risk.

 

For European shipbuilders, this is terrible news. The continent’s yards have already retreated from standard commercial vessels, bulkers, tankers, containerships, to specialised niches like cruise ships, ferries, and naval construction. They survive on high-value complexity, not volume.

 

But the global shipbuilding market is only growing modestly, from roughly $160-170 billion currently to just over $200 billion by 2030. That’s not enough room for a major new subsidised competitor without triggering price wars. If India successfully adds millions of tonnes of yard capacity and starts competing on price with state guarantees, European yards could face another squeeze on their remaining commercial orderbooks.

 

The strategic concern runs deeper. India’s schemes include government-backed insurance for pre- and post-shipment risks, exactly the kind of export-credit support that has made Asian yards so formidable. European yards have long complained they can’t match Chinese financing terms. Now they’ll potentially face the same challenge from a democratic competitor they can’t easily criticize on geopolitical grounds.

 

America’s Uncomfortable Mirror

For the United States, India’s move is particularly pointed. American commercial shipbuilding accounts for just 0.1-0.13% of global output, essentially a rounding error. The entire sector depends on the Jones Act, which requires domestic coastal shipping to use US-built, US-flagged, US-crewed vessels. No major international ship owner has ordered large commercial vessels from US yards in decades.

 

The cost gap is brutal: US yards charge three to four times what Asian yards do for comparable vessels. Some analyses put the gap at tenfold. Construction of a container ship that costs $50 million in South Korea might run $200-500 million in the United States, if you could even find a yard capable of building it.

 

Washington has essentially conceded the global commercial market. Recent US strategy has focused on maintaining capacity for Navy vessels and exploring partnerships with South Korean and Japanese yards. In November 2024, Navy Secretary Carlos Del Toro visited South Korea to discuss technology transfer and shipbuilding cooperation. Hanwha Ocean’s acquisition of Philly Shipyard in Philadelphia signals how far the US has to go, American shipbuilding increasingly means foreign investment in US facilities.

 

India’s emergence as a subsidized, export-oriented competitor makes that gap impossible to ignore. If cargo owners can order modern vessels in India at near-Asian prices without the China risk, pressure could intensify to rethink the Jones Act’s US-build requirement, which critics say inflates domestic shipping costs and reduces competitiveness.

On December 30, PostNord will deliver its last letter in Denmark. The government-owned company, which formed in 2009 as a merger between the Swedish and Danish postal services, will continue distributing packages in Denmark. Letter delivery in Sweden will also continue.

 

“We have been the Danes’ postal service for 400 years, and therefore it is a difficult decision to put a bow on that part of our story,” says Kim Pedersen, CEO for PostNord Denmark in a statement, per a translation by the Associated Press. “The Danes have become more and more digital, which means that there are very few letters left for us to handle today, and the downturn continues so clearly that the market for letters is no longer profitable.”

NPR CEO Katherine Maher reportedly refused to quit her job despite calls from one of the outlet’s biggest backers as President Trump and Congress denied it funding over alleged biased coverage.

Patricia Harrison, CEO of the Corporation for Public Broadcasting, told Maher she should resign earlier this year, the New York Times reported in a flattering profile of the public radio boss.

The exchange came as Congress was gearing up to claw back a whopping $1.1 billion in funding from the public media system, which includes NPR and the CPB.

Trump argued that the nonprofit CPB’s support of left-leaning outlets like NPR violated its mandate to stay apolitical.

On a call in the spring, Harrison asked Maher if she would be willing to say anything to members of Congress or the press to “acknowledge concerns from listeners who viewed NPR’s reporting as biased,” sources told the Times.

Maher dismissed the notion of slanted coverage. Months later, Harrison told her she should quit her position “for the good of public media,” the Times reported.

Maher, who refused to quit, had a track record of rejecting claims of bias before.

The former head of Wikipedia parent Wikimedia grabbed the reins as NPR’s CEO in March 2024.

She faced backlash over past comments she made including calling Trump “racist” and blasting Hillary Clinton for using the terms “boy” and “girl” — saying the pol was “erasing language for non-binary people.”

Maher also condemned claims of bias at NPR made by longtime staffer Uri Berliner, who penned an essay on website the Free Press called “I’ve Been at NPR for 25 years. Here’s How We Lost America’s Trust.”

Berliner, a Peabody Award-winning journalist, called out journalistic blind spots around major news events, including the origins of COVID, the war in Gaza and the Hunter Biden laptop.

He also said he’d counted 87 registered Democrats and no Republicans in editorial roles and presented the findings to his colleagues at a May 2021 all-hands editorial staff meeting.

Yes, we’ve seen over just not just one year of this new regime, that it’s the states that tend to be the strongest pushback. It’s the governors of Illinois, it’s the governor of Michigan, governor of Virginia, Maryland, everything else like that. What will you bring to the table? Because California, just by size and GDP alone, is sort of the tip of the spear. What would you bring to the table as a governor of California?”

Swalwell said, “Well, you have immense powers as governor of California and your responsibility to protect the most vulnerable in the state. So if the president is going to send ICE agents to chase immigrants through the fields where they work, what I’m going to do is make sure that they take off their masks and show their faces, that they show their identification. And if they commit crimes that they’re going to be charged with crimes, if it’s falsely imprisoning people, if it’s kidnapping, if it’s assault battery, they’re going to be held accountable. I also think if the governor has the ability to issue driver’s licenses to people in California, if you’re going to wear a mask and not identify yourself, you’re not going to be eligible to drive a vehicle in California. There’s a lot you can do, but most importantly, you have to go on offense. Otherwise, the most vulnerable in our community will always be on defense.”

A Virginia man was detained and charged with threatening to kill former Ambassador to Germany Richard Grenell, who serves as the president of the Trump Kennedy Center, according to a press release.

In a press release from the United States Attorney’s Office for the Eastern District of Virginia, it was revealed that Scott Allen Bolger, 33, was “charged by criminal complaint with transmitting threats in interstate commerce and making false statements.”

Through the use of Google Voice, on Dec. 23, Bolger sent “a message to a federal employee” threatening “to kill the employee,” according to court documents.

Bolger also “falsely identified himself as Brian Black” to “federal task force officers” who arrived at his home to question him, according to the press release.

According to court documents, on Dec. 23, Scott Allen Bolger, 33, allegedly used Google Voice, which allows a user to text message others using a phone number other than the user’s primary phone number, to send a message to a federal employee. years ago I remember hearing how some parents would demand that their children were 'special needs' and demand to be able to send the child to a very high priced out of state school.

Massachusetts had overly generous budget money for such indulgences.

I found it odd, and this was over thirty years ago, that a child who was basically unable to care for itself, and would never ever be able to do such, because it had 'issues' (and it was obvious that it had issues) would get like 10 or 100 times the resources for school.

it occured to me that it was unfair.

and why was it unfair? because other children were put into school systems with stingie budgets where all the money was spent on Athelites and band and speach programs.

It occured to me is one child needed 100,000 a year to have school, then every child should be allocated 100,000 a year for their education: equal dollars seemed like equality to me.

but not to the Down Syndrome/ Autism groups that profiteered off of that. To them spending 20 times the money of the Down Syndrome kids was what they demanded.

and it occured to me that a lot of those parents may have, in fact, invested in those schools and profiteered off of their sending their own children to them at public expense.

 

and then when the whole 'he needs speed' children were a thing, it seemed to me, again, that there must be parents who profiteered off of this.

 

and the kids who would be called 'normal' in the old days were left shivering in the cold at a bus stop riding a crappy smelly bus to school, and given old books and crappy material, and go begging.

 

if there are children who can not take care of themselves, and will always be a burdan to the rest of us to take care of, it makes FAR more sense to sponser the ones who are bright and might pull in an income later in life, and foster their education so as to have folks, in the future, who will be making the money to pay the taxes that would be needed to pay for these unfortunate darling special children.

NY TIMES🚨: The Justice Department is recruiting approximately 400 lawyers, including those from national security, criminal divisions, and U.S. attorneys’ offices in New York and Florida, to review about 5.2 million pages of documents related to Jeffrey Epstein investigations.

 

This figure exceeds prior estimates. Congress mandated the release of these files by December 19, when the department disclosed 100,000 pages and indicated at least one million more required review.

 

Since late November, nearly 200 national security lawyers have been redacting victim information and details that could affect ongoing probes or national security, but additional assistance is now needed.

 

The process is projected to continue until at least January 20.

 

The Trump administration has faced criticism from some in Congress for not meeting the deadline.

 

The department maintains that staff are working continuously to apply necessary redactions and will release documents promptly.

 

Following the initial release, certain photographs were temporarily removed over potential victim concerns, including one depicting a credenza with images of President Trump, which was later reinstated after Deputy Attorney General Todd Blanche clarified it was not withheld to protect the president.

“Kentucky, there has been a train derailment in Todd County, and local emergency management has issued a shelter-in-place for the City of Trenton,” Kentucky Gov. Andy Beshear wrote on Facebook. “Please follow local guidance and stay safe.”

 

Images from the scene of the wreck show the banged-up freight cars blocking the railroad tracks, with the white chemical leaking from at least one car.

 

Officials said the scene was brought under control and the shelter order was lifted around 11 a.m., with no injuries or damage to nearby homes reported.
