Couldn't we just give it once, in school, to every citizen? Say, sign an affidavit acknowledgement of civic education to graduate high school or attain US citizenship, visa, or green card status. Why was the burden put on law enforcement and not the citizen?

I'm not in disagreement in principle. I have, however, seen enough bodycam videos online to understand that verbally antagonizing law enforcement does not often end well.
