No, they attempted to address the blockage of the roadway. Had your girl not chosen to block a roadway and make a scene, she'd have lived to fight another day. Heck, had she complied, allegedly in violation of her rights, she would've lived to fight another day and sue the agency.

Umm, when you're impeding the flow of traffic, anyone you're impeding has the right to try addressing the issue. If someone in front of you is stopped and has a green light, you honk your horn to alert them. You've just addressed a traffic impedance, legally.
