Probbly, just a bit confusing, since once DEAD, the ASSUMPTION(?) is stay that way, hence Gov crosses ya of the vote list, banks give fams a hard time, crypto disappears along with 12-words, and there ya have it, DEAD. so if Gov can bring someone back, so can send pmts to them, what else can Gov do?
