Paper ballots need to be used forALLelections. Not doing so would undermine the integrity of the rest of local and state elections- which this would facilitate. Wonder why they won't do that? Kind of a red herring here. Primaries, etc. could still be rigged. By the time a paper ballot is required, they've got their people anyway.
