I suspect the storage tunnels might those small on or two door building built in the terrain near some of the more remote beaches. Probably used to secure/store beach equipment during storms rather than having to transport it back and forth to a central storage. Hurricanes can produce winds in excess of 200mph and a short tunnel into the terrain would be better than a small shed on the land.
