Honestly as I've traveled and lived outside of the USA for 3 years at one point, stray dogs can be quite a problem. Shooting is actually quite humane. Not sure about poisoning. They could have started in 2023 when they were awarded the World Cup. They could have begun a spay and neuter operation on the strays. I used to help with this in Central America. I have no veterinary experience. My part to play was helping the animals remain calm while waiting their turn, then helping them reorient after waking up from anesthesia. And cleaning them up a bit while they were still asleep and applying flea and tick repellent. They could have done this in a positive way, perhaps even involved PETA.
