Save Act only applies prospectively, i.e., to NEW voter registrations, and some provisions are not effective until 2027. Lots of state IDs and driver's licenses have already been granted to illegals. So if illegals have already been registered to vote (which DMVs in CA and elsewhere do automatically) and proof of citizenship to registerin the futureis required, the illegals already registered to vote (and registering right now) can vote in the midterms, even if the Save Act passes because you don't need proof of citizenship at time of voting, only at the time of registering to vote (if act passes). And IDs alone (which would be required at the time of voting) are granted without proof of citizenship in many states.
Those seeking to destroy America have been allowed to make inroads in so many areas, and (smartly) also work on overwhelm-the-perceived-enemy principles so, when and if people finally wake up and say, "Enough," those newly awakened find themselves starting to fight back from a deep hole of loose sand. In that setting, each shovel load out is overwhelmed by the equivalent of 3 shovel loads back in from the loose sand walls.
A different, non-traditional strategy is called for:

to quickly get the voter roles sorted - and to keep them sorted such that only citizens can actually register to vote, and
- proof of citizenship-validated ID (not State-issued driver's licenses to anyone) is required in order to cast a ballot, and
-
all illegals (each of whom has broken the law).are removed from the country.
Without major progress on all 3 goals in coming months, especially the first two), the midterms are lost. If that happens, PDJT's next 2 years, like the second half of his first term, will be much less effective, if not entirely ineffectual (defending self and cabinet members in impeachment and legal proceedings plus whatever this political season's version of ''stop everything on all fronts" - a la "Covid19" - is).
There seems to be much focus on the Save Act to get through the Senate and "save the midterms." But the actual language of the Act, while productive, if followed, for future voter registrations, does not, as Anon understands it, do anything, even if passed, to secure the midterms against existing illegal registrants with State-issued IDs. They can still slide through and vote (especially in CA where it is ILLEGAL to ask for ID.)
And without midterm success, forward progress on many fronts will be slowed to a crawl, if not reversed.
None of this is news to Anons. But reliance on Save Act to "save the midterms" in 8.5 months may be misplaced.
