States - CREATE A SCHOOL BILL THATS FUNDED BY THE TAXPAYERS - create one every 2-4 yearrs.
Misappropriate and move monies around and make the tx payer pay the bill.
The State politicians bankrolls the extra funds for a later time to collect.
