Uh, "machine" recount. The same machines that can alter votes. Where's the hand recount?
There should never, ever, be a machine recount. If the machine "errors" the first time why would it not "error" again?
This is why they never, ever, want anyone looking at the actual ballots- at least until they get them altered. Probably won't be a one vote error then.
