Unfortunately, Elon Musk is repeatedly on record embracing a mass welfare system.

Let's be clear: a fundamental social "safety net" is a very good thing.

People constantly feeling like they are in a struggle for basic survival is bad, and does not promote higher civilization.

The instincts and drives that do that work ought to be directed to higher achievements.

But we also need systems in place to promote higher achievement, and the promise of more moolah can sometimes work, but very much NOT ALWAYS, since some can view that incentive as always or rather likely corrupt.
