Two reasons I can think of why he is dragging this out:
1) He's guilty and he knows it.
2) His political opponents will make sure he is found guilty, and he knows it.
Note the two are not mutually exclusive.
As long as the ships stayed at anchor the hardliners in Iran could posture and not actually have to exposed their hand. We needed the ships to start moving so the small boats would come out of hiding where we can kill 'em.
I also suspect that the Iranian govt. is no longer cohesive. That would explain Trump's response to the UAE attack.
Either or some combination is what IMO is going on.
